PHPBorg will idle in IRC channels listening to what is going on around it. It stores a database of lines and words, stating in what lines the words have been heard.
When it decides to reply (adjustable by percentage), it will attempt to create a sentence based around what it has heard before about a word in the phrase it is replying to. It can also respond to a name. Obviously, the sentence it replies with often isn't particularly 'intelligent', yet it does come out with some rather amusing quotes.
It will probably need a little while to idle in an active channel (preferably turning down the reply rate a bit) so it can learn. If you set it to reply early on, don't expect anything good! After, say, two weeks in a fairly active channel, it should be starting to learn quite a bit.
